European-American University has decided to issue a statement for the benefit of all interested parties concerning its position in Ghana. This statement is issued in order to prevent any misunderstanding, and to prevent credence being given to any
inaccurate material that could be prejudicial to the interests of the University.
1. European-American University and accreditation in
Ghana
In 2010, EAU All-Africa Co-ordination acquired a campus
in Ghana at Kaemebre, off Bawdjawse Road, Kasoa, Central Region. In July of
that year, the Ghanaian Corporate Affairs Commission registered the Ghanaian
operation as European-American University College and granted it a certificate
to commence business. Application was immediately made to the Ghana
Universities Accreditation Board for accreditation and this process continues
to be ongoing. During the process, the College will work under the name EAU
Centre for Academic Excellence.
The requirements of the process of accreditation mean
that students cannot be admitted until such time as the process has been
completed successfully, which would also result in a grant of charter as a private tertiary institution from the President of Ghana. As of the present time, no student has been admitted to a program of study at European-American University College in Ghana nor have any students graduated from degree programs there.
It should be emphasised that European-American University
College, registered in Ghana, is a separate corporate entity from
European-American University, registered in the Commonwealth of Dominica. It is
European-American University College that is seeking accreditation in Ghana,
not European-American University. This is because a foreign corporate entity is not eligible for the type of accreditation that is being sought.
2. European-American University's Royal Charter
In August 2010, as a mark of recognition and support for
European-American University's educational programs in Ghana and throughout
Africa, the University was awarded a Royal Charter from HRH Nana Dr. Obeng
Wiabo V, the Chief of Gomoa Nyanyano, and Oshihene (Chairman of Lands) of Gomoa
Akempim Traditional Area, Ghana. Ghana's historic traditional monarchies are
recognized under the Chieftaincy Act 1971. The Royal Charter has been awarded to European-American University, registered in
the Commonwealth of Dominica, and not to European-American University
College, which is registered in Ghana.
The award of the Royal Charter is separate from the
ongoing process of accreditation with the Ghanaian government authorities in
respect of European-American University College which has been described above.
European-American University has not at any point represented its Royal Charter
as a substitute for the accreditation of the Ghana Universities Accreditation
Board, and its full engagement with the accreditation process of the latter
over a two-year period, which has engendered considerable investment and costs on the part of the University College's sponsors,
is ample evidence of its good faith in this matter.
3. European-American University International Partners in
Ghana
Currently, European-American University has two
International Partner campuses in Ghana. International Partners are affiliated
campuses which are authorized to prepare students for programs that can lead to
certification for an EAU award. They are owned and operated autonomously, and
not by the University. In most cases, International Partners prepare students
for their own non-degree certificates or diplomas which are then accepted for
either partial or full reciprocal credit by EAU. In this relationship, the
International Partner and the students concerned contract with EAU as a foreign
university, in exactly the same way as any student from Africa may choose to enter
a distance learning program at a university in Europe or the United States of
America and then receive credit for their prior studies at an appropriate
level. Just as EAU does, other universities also maintain preferred
relationships with award-giving bodies in order to establish relationships for
credit transfer and accumulation.
As a foreign university operating through the medium of
the Internet, European-American University is not subject to domestic
university regulation outside its country of registration.
While it is conceivable that a country might choose to legislate to prevent its
citizens from being able to enrol in foreign distance learning programs via the
Internet, such legislation would, as well as being a gross restriction upon
individual liberty, be virtually impossible to enforce. No such law currently
exists in Ghana or indeed in any other country to the best of our knowledge.
At this point in time, the Ghanaian International
Partners have not presented any students for admission to or graduation from European-American University College. They are stakeholders
fully engaged in the University College project, and will be actively involved in
teaching and academic activities in the event that accreditation is granted.
4. Convocations in Ghana
European-American University has conducted two
convocations in Ghana as a means of bringing attention to its intention to
establish the University College there and in order to attract partners and
investment for this project. At these convocations, no student of European-American University College, whether Ghanaian or otherwise, has
been among the graduates.
5. Summary
European-American University wishes to make clear to all
parties that its operations so far as Ghana is concerned have at all times been
in accordance with applicable laws and have been conducted in good faith
throughout. From the outset, we have engaged with the necessary government
accreditation process and have been fully compliant with all demands of the
officers concerned. No students have been admitted to or received degrees from European-American
University College to date.
